Mr. Amine Tahraoui Minister of Health and Social Protection Kingdom of Morocco Ministry of Health and Social Protection 335 Avenue Mohamed V Rabat, Morocco minister@sante.gov.ma (mailto:minister@sante.gov.ma) Date: December 21, 2025 Subject: Proposal for Establishing a Cannabinoid-Oxygen Sanatorium-Lounge in Chefchaouen to Promote Longevity Medical Tourism and Healing of Chronic Diseases Dear Mr. Minister, I am writing to you with a proposal that could significantly contribute to the advancement of Morocco's healthcare system, as well as to the economic and tourism development of the Rif region. As you are aware, in 2021 the Kingdom of Morocco adopted the progressive Law No. 13-21 on the lawful uses of cannabis for medical, pharmaceutical, cosmetic, and industrial purposes. This legislation has opened new opportunities for the therapeutic application of cannabinoids, particularly in regions traditionally associated with cannabis cultivation, such as Chefchaouen Province. My concept involves the creation of a specialized Cannabinoid-Oxygen Sanatorium-Lounge in Chefchaouen — known as Morocco's "Blue Pearl." The facility will combine cannabinoid-based medical treatment with a non-alcoholic oxygen lounge, focusing on longevity medical tourism, healing of chronic diseases, and holistic wellness. Treatments will include legal cannabinoids (CBD, controlled doses of THC, and FECO – Full Extract Cannabis Oil), oxygen cocktails enriched with cannabinoids and nootropics, and protocols grounded in international research. Key elements of the concept:

- Medical foundation: The sanatorium-lounge will operate under strict oversight by the Ministry of Health and Social Protection, staffed by licensed physicians, pharmacists, and cannabinoid therapy specialists. Treatments will be personalized, using products sourced from licensed producers in compliance with ANRAC regulations. Special emphasis will be placed on healing chronic diseases through the Gershon protocol (based on high, controlled doses of FECO oil, as documented in international studies and patient experiences), supported by nootropics that promote neurogenesis and cognitive function (such as Citicoline, Bacopa Monnieri, Lion’s Mane, and others).
- Oxygen lounge and longevity nutrition: Guests will enjoy cannabinoid-enriched oxygen cocktails (using natural organic emulsifiers), a longevity buffet featuring organic foods, fruits, vegetables, and nootropic supplements — completely free of plastic and toxic materials. Only distilled water will be used, lighting will be natural or non-harmful LED (no fluorescent lights), and the entire environment will be detoxified and free of environmental toxins.
- Integration with nature: Located in the Rif Mountains, the facility will combine therapy with natural elements — hiking in Talassemtane National Park, visits to Akchour waterfalls, and fresh mountain air — enhancing the cannabinoid entourage effect and overall healing processes.
- Economic benefits: The project will create new employment opportunities for local residents (including farmers transitioning to legal cultivation), attract international medical tourists seeking long-term treatments, and increase revenue from health tourism. The global medical cannabis and wellness market is projected to exceed $50 billion by 2025, positioning Morocco as a leader in Africa and the Arab world.
- Social aspects: The sanatorium-lounge will help combat the illicit market, promote education on safe cannabis use, and foster social integration in Rif communities.
